Com. Bailur was born on 25th May, 1946 at Sirsi in Karnataka in an agricultural family. He completed his SSLC in Karnataka and moved to Mumbai for his further education. He completed his graduation in science and joined Bank of India in 1967 in Andheri (West) Branch as a Clerk. From then on, he started his mission for the Trade Union Movement. His qualities of addiction to work, combined with an intelligent mind set endeared him to the tallest leadership of our Federation viz. (Late) Com VM Chitnis, Com NS Purao, Com JM Paranjpe and Com Ashok Mastakar. They were quick to spot his talent and encouraged him to work in the Trade Union Movement. Within a short span of time, he was elected as a Vice-President of our Mumbai Unit, with higest number of Votes.

Com.Bailur was elected as Joint Secretary of our Federation in the Jamshedpur Conference in 1986 in his absence. Very shortly, he came into the limelight of all the Units and he became Deputy Secretary of our Federation in 1992 and in the 1995 Ahmedabad Conference, he was elected as Secretary of our Federation and became a great support to Com.T.S.Kelawala, the then General Secretary. In 1996, he was nominated to the Board of our Bank as Workmen Employee Director, in which role he functioned very effectively with his studious and probing mind, for which he won appreciation from one and all. During this time, he was also elected as a Central Committee Member of AIBEA and Vice President of MSBEF. After Com.Kelawala left for America, the reins of the Federation were automatically and unanimously handed over to Com.J.S. Bailur in the Ernakulam E.C.Meeting; since then, till 2005, he functioned as the General Secretary of Federation of Bank of India Staff Unions very effectively and vibrantly. In the Patna Conference, in 2005, he was elected as President and re-elected in 2009 at the Mumbai Conference.

Com JS Bailur was a person who knew the wheels of the Administration of the Bank and the Federation and he maintained a healthy rapport from a common member of our Union to the Chairman of our Bank. He was having a tremendous manoeuvring capacity to resolve the issues affecting the members. During his tenure, many landmark internal settlements took place, the most important being the Conversion of all Part-Time Sweepers into Full Time. We are the first Federation in the entire Banking Industry to sign such an internal settlement with Top Management, under the skilful leadership of Com JS Bailur. This was his UNIQUE achievement for our Federation. He was a leader who led from the front, won the battle and returned to the base, without shedding a drop of blood. This leadership quality benefitted our Federation to resolve many complex issues.

Till his last breath, Com.Bailur was actively working on his laptop to serve the Federation. We place on record the great support and the role played by him in guiding our Unit as a Friend, Philosopher & Guide. We dip our Banner in the memory of Com.J.S.Bailur.
